ISSUP and Paraguay’s Ministry of Justice Explore Training and Cooperation for Prison Settings

Strengthening substance use in prison settings was the focus of a meeting between ISSUP and Paraguay’s Ministry of Justice.

The meeting brought together Rubén Maciel Guerreño, Vice Minister of Criminal Policy; Fátima Cabrera, Director General of Cabinet; María del Pilar Acosta, Director of the Higher Technical Institute for Penitentiary Education and Training (ITSEFP); and psychologist Lilia Palacios, ITSEFP’s technical representative.

ISSUP was represented by Bárbara Correa, National Chapters Regional Coordinator for Latin America and Spain, and Francisco Javier Giménez Duarte, Director of ISSUP Paraguay.

Discussions explored opportunities for evidence-based training, training of trainers, technical assistance and exchanges with international specialists. Particular emphasis was placed on strengthening the capacity of prison officers to identify substance-related needs, intervene appropriately, provide support and facilitate referrals to specialised services.

The importance of coordinating security, mental health care, substance use treatment and social reintegration was also highlighted, alongside the need to support staff wellbeing and provide comprehensive care for people in prison.

The meeting opened opportunities for collaboration towards a more professional, humane and evidence-based prison system that supports rehabilitation, social reintegration and safer communities.
