A visit to Paraguay’s National Police Anti-Narcotics headquarters provided an opportunity for ISSUP to discuss drug trafficking challenges and the training needs of frontline officers with Commander Mario Vallejos.

During the visit, Commander Vallejos outlined challenges related to the illicit trafficking of substances and chemical precursors, clandestine routes, and operations in remote rural areas, particularly along the borders with Brazil, Bolivia and Argentina. He also discussed cocaine and cannabis production in Paraguay and the actions undertaken to address these activities.

Discussions explored opportunities to continue collaboration and extend training to more personnel within his department.

Particular attention was given to early identification of substance-related problems and responses to situations involving people who may be intoxicated.

The importance of equipping frontline officers with practical skills to de-escalate conflict, reduce the risk of violence and refer individuals to appropriate health and support services was highlighted. Continued collaboration would help strengthen coordination between law enforcement and care services, supporting responses that prioritise safety and access to appropriate care.
