Presiden Yoweri Museveni telah menyetujui Undang-Undang Narkotika dan Zat Psikotropika (Pengendalian) 2023 yang antara lain mengizinkan Pertanian dan penggunaan Ganja berlisensi secara ketat untuk penggunaan medis. RUU tersebut disahkan oleh Parlemen pada Agustus 2023 yang menetapkan hukuman berat untuk segerombolan kejahatan yang terkait dengan penyalahgunaan zat.
